The Indonesian Ministry of Home Affairs accelerates digital transformation through the rollout of Digital Population Identity (IKD) or digital KTP for enhanced public services
THE Directorate General of Population and Civil Registration (Dukcapil) under the Ministry of Home Affairs is spearheading the digital transformation through the introduction of Digital Population Identity (IKD) or digital KTP to streamline public services. Director General Teguh Setyabudi announced this initiative on Wednesday during the National Coordination Meeting (Rakornas) held in Batam, Riau Island.
The implementation of IKD aligns with the directives from the Indonesian President, emphasising the urgency of accelerating digital KTP implementation, Dr. Setyabudi stated. This initiative is in accordance with various presidential decrees, including those concerning Electronic-Based Government Systems and the Acceleration of Digital Transformation and Integration of National Digital Services.
In the initial phase, IKD aims to facilitate nine priority Electronic-Based Government Systems services, covering areas such as population administration, education, healthcare, and social assistance. Additionally, it will extend to include financial transactions, government administration, and integrated police services.
Indonesia is poised to enter a new phase of integrated public services through a Single Sign-On (SSO) system, offering efficient and community-centered services via a unified national portal, Dr. Setyabudi highlighted. To achieve this, the collaboration between the Directorate General of Dukcapil and Peruri will bolster IKD features integrated with the national portal and priority service applications under SPBE as SSO.
Minister of Home Affairs Tito Karnavian emphasised the significance of Rakornas as a platform for monitoring Dukcapil’s performance, coordinating government efforts, and consolidating Dukcapil’s operations nationwide. He underscored the pivotal role of Dukcapil in providing comprehensive population data crucial for various governmental activities, including elections, social assistance programs, taxation, and banking services.
Pak Karnavian stressed the necessity of robust information technology infrastructure to safeguard the security of IKD, aligning with international best practices. With plans for the digital KTP to serve as the primary database for accessing public services in Indonesia, the ministry targets its full implementation by June 2024, signifying a transformative leap towards digital governance.
